AR6-White Wins $123.3M Freer Border Patrol Station Contract
The design-build award covers a roughly 30-acre station complex west of Freer, with administrative, operational and vehicle-support facilities and an October 2028 completion target.
AR6-White Construction JV LLC of New Braunfels has secured the design-build contract for the Freer Border Patrol Station in Duval County. The September 25 award identifies a total cumulative face value of $123,324,776 and an estimated completion date of October 11, 2028.
The U.S. Army Corps of Engineers’ Fort Worth District is delivering the project for U.S. Customs and Border Protection. The planned complex lies west of Freer and is designed around a station supporting approximately 125 agents. Twelve bids were received for the procurement.

A multi-building operational campus
The approximately 30-acre development combines administrative and training functions with detainee processing and holding areas. Its supporting infrastructure includes a communications tower and security systems, making the job a coordinated campus development rather than a single office-building contract.
Vehicle operations form another substantial part of the scope. Planned facilities include maintenance space, a car wash, an ATV facility, fuel facilities, impound areas and parking. Kennels are also included in the described program.
Site infrastructure is part of the award
Utilities and drainage are included alongside the buildings and operational areas. Delivering the complex therefore requires the site infrastructure to be coordinated with the facilities it serves, including vehicle circulation, secured areas and the communications installation.
The breadth of the program brings together conventional building work and specialist operational facilities. However, the award information does not identify the separate civil, electrical, mechanical or security-system subcontractors, and those appointments should not be inferred from the prime award.
Understanding the contract figures
The initial contract action is approximately $115.64 million, while the reported cumulative face value is approximately $123.325 million. These describe different measures of the same procurement and should not be added together as separate project costs.
An outdoor firing range is identified as an optional element. Its presence in the scope does not establish that the option has been exercised or that construction of the range is already underway.
Awarded, with delivery targeted for 2028
The design-build award establishes AR6-White as the contractor responsible for bringing design and construction together under the federal contract. The October 2028 date is an estimated completion target, rather than a completed milestone.
The next meaningful field update will be the start and progression of construction. Until that is confirmed, the September award should be treated as a procurement milestone, not a statement that every component of the station has entered construction.
