The reported registration covers the US 290 East–MLK corridor. TxDOT’s current project page anticipates a 2027 construction start and completion in 2033.

A reported $407.8 million state construction registration has drawn attention to the University segment of Austin’s I-35 Capital Express Central program. The scope runs from US 290 East to Martin Luther King Jr. Boulevard and includes both highway capacity and the reconstruction of several east–west connections.

ATX Things identified the $407,791,049 estimate in its October review of TDLR registrations. TCH independently checked the corridor and planned improvements against TxDOT’s project page; the precise registration value remains attributed to that filing analysis. It should not be represented as an awarded construction contract.

What changes along the corridor

TxDOT describes two high-occupancy-vehicle managed lanes in each direction. The University segment also reconstructs crossings at Manor Road, Dean Keeton Street, 32nd Street, 38½ Street and Wilshire Boulevard, along with the Airport Boulevard intersection. A pedestrian-only bridge is planned at Capital Plaza.

These connections make the work more than an additional stretch of highway pavement. The permanent design and the construction sequence have to account for local trips across the corridor as well as traffic traveling along it. The surrounding street network will be part of how the project is experienced during delivery.

TCH’s assessment is that the crossings and junction works are important indicators of package complexity. Individual bridge and intersection milestones can affect access well before the entire segment reaches completion.

Use the current owner timetable

TxDOT’s current University-segment page anticipates construction starting in 2027 and finishing in 2033, weather permitting. Earlier dates appearing in other summaries should not override that current owner guidance.

A filed estimate does not establish mobilization, the execution of a contract or the issue of a notice to proceed. Those are separate events. Readers following construction opportunities should look for TxDOT’s procurement and award updates before treating the registration as an active tender or confirmed start.

The $407.8 million figure also belongs to this reported scope. It is not the total cost of the Capital Express Central program and should not be added to broader program figures without checking how the packages are accounted for.

The next useful delivery signals

The practical milestones are a confirmed letting and award, a detailed staging plan and the owner’s first construction notices for this segment. Those disclosures will connect the current scope to an executable delivery sequence.

For Austin’s construction market, the University segment represents a multiyear civil program with extensive interfaces to an operating city. The latest filing analysis adds a cost marker, while TxDOT’s current schedule supplies the more reliable guide to the intended delivery window.
