Infrastructure leads the buildout

The infrastructure program includes more than two miles of road work. These enabling improvements support a phased community buildout rather than delivery of every home and commercial parcel at once.

The $3 billion figure describes the anticipated development value. It is separate from the initial infrastructure investment and should not be read as a single construction contract.
