Project Longhorn — Building One has entered the state’s accessibility-registration system with an estimated construction value of $366 million. The October 7 record describes a one-story data center on a new campus near Earl Callahan Road and Walter Hoffman Road in Cedar Creek.
The 498,165-square-foot project includes civil works, the structure and mechanical, electrical, plumbing and fire-protection scope. Its listed construction window runs from November 30, 2026 to January 31, 2028. These are filed plans, not confirmation that field work has begun or that an operating date has been secured.

The wider Pacifico Energy and BlackChamber campus
Pacifico Energy and BlackChamber Partners are developing plans for a data-center campus with behind-the-meter power on approximately 2,842 acres near Earl Callahan Road in Bastrop County. Public reporting connects the wider Cedar Creek development with the Project Longhorn filing. The power strategy pairs the data center with on-site natural-gas generation to supply the campus directly.
The acreage covers the wider campus property. Building One’s filed construction estimate should not be read as the budget for the entire development or its power infrastructure.
A building-scale opportunity
The registration describes a pre-engineered metal building using Type II-B construction, with data-center, business and accessory assembly uses. It provides a defined physical package to follow, rather than an undifferentiated announcement for all development in the surrounding area.
TCH’s assessment is that the combination of civil and building-services work makes scope coordination central to delivery. Underground routes, foundations, structural interfaces and equipment access need to be resolved together. The filing does not provide an electrical-capacity figure, so floor area should not be translated into an assumed megawatt load.
Tenant attribution remains open
The record leaves its tenant field unassigned. It also does not identify the general contractor. A registration does not establish who will build or ultimately occupy the facility.
A named landowner in a state registration is not automatically the end user of a data center. Wider market speculation about AI companies in Cedar Creek therefore does not justify attaching a particular tenant to this building. A direct operator or developer announcement would be the meaningful next confirmation.
What would make the schedule firmer
An approved project program, a notice to proceed and a dated field update would each help establish progress against the filed window. The construction completion date also needs to be distinguished from commissioning and the start of customer operations.
For teams tracking potential work, the next question is which packages have been procured and which remain outstanding. The registration confirms the planned scope, but it is not a solicitation and should not be described as an open bidding opportunity without separate evidence.
