TOYO Completes 2GW Humble Expansion, Plans $357M Cell Plant

The solar manufacturer marked completion of its module-capacity expansion on October 6. A separate 1.5GW solar-cell investment remains the next major development phase.

TOYO has completed the expansion of its Humble solar-module manufacturing facility to 2GW of annual nameplate capacity. The company marked the milestone with an October 6 ribbon-cutting and factory tours, announcing the completion the following day.

The next stage is a different manufacturing investment: a planned 1.5GW heterojunction solar-cell line, with approximately $357 million identified for that program and a first-quarter 2028 target. That investment must not be presented as the cost of the module expansion that has just finished.

A completed expansion, with another phase ahead

The module plant’s 2GW figure describes total annual manufacturing capacity after expansion. It is not an additional 2GW on top of the existing operation and it does not describe electricity generated at the factory. The milestone is the completion of production capacity for solar modules.

Solar cells and finished modules occupy different parts of the manufacturing chain. TOYO’s planned cell investment would bring another production stage to its Texas footprint. For the construction market, that creates a separate program to follow, with its own equipment, building services and commissioning requirements.

The coming construction opportunity

The company has described the cell project as a substantial investment at the Houston-area campus. The first-quarter 2028 target remains forward-looking; the completed module ceremony does not establish that the cell line has already been delivered.

The distinction is practical for suppliers and contractors. Work supporting an operating module line may have a different schedule and access constraints from installation of a new manufacturing process. The next useful disclosures would identify the cell facility’s construction sequence, major equipment installation and commissioning milestones.

Follow the phases separately

The current announcement does not identify a general contractor or full trade roster for the forthcoming line. TCH will keep the completed module expansion and planned cell investment separate when tracking progress, rather than using one headline budget and one date for the entire Humble operation.
