Brownsville’s Public Safety Complex is advancing under an approximately $81.93 million guaranteed maximum price after the City Commission approved a $74.18 million construction package in August 2026.
This is a continuing project, not a new September 2026 groundbreaking. The city’s official groundbreaking announcement dates to September 18, 2025, an important distinction when assessing its construction timeline.

Consolidating public safety services
The two-story, 99,980-square-foot complex is planned to consolidate Police, Fire/EMS, Emergency Management and Homeland Security, and IT/Cybersecurity functions. Its location is at GBIC Tech Park along FM 511 between Old Alice Road and Paredes Line Road.
Substantial completion is targeted for September 2028, with move-in anticipated afterward. Building completion and departmental occupation are separate steps in bringing a public-service facility into use.
Why the cost figures differ
The later city-approved guaranteed maximum price is the more current construction figure than a separate $38 million state registration. The state filing also carries an April 2026–April 2028 schedule, which should not override the city’s subsequent September 2028 target.
The $74.18 million action is a construction package within the larger GMP. Adding it to $81.93 million would double-count the package rather than produce a valid total project budget. The city says contingencies are included for unforeseen construction costs.
