Cy-Fair ISD Voters Reject $1.636 Billion in Bonds, Halting Districtwide Repair Program

All five propositions failed, including $1.3 billion for roofs, air conditioning, safety systems and buses.
Voters in Cypress-Fairbanks ISD rejected all five propositions on the Nov. 3 ballot, including $1.636 billion in bond authority, according to unofficial results with all 623 precincts reporting. Every measure failed by a margin of about 26 points or more.
The largest measure, Proposition B, would have provided $1.3 billion for repairs and improvements across the district, including roofs, air conditioning, safety systems and buses. It failed with about 63% of voters against, 125,776 to 72,658.
Three smaller bond propositions also failed. Proposition C, $256 million for technology, drew about 64% opposition. Proposition D, $60.8 million for athletics including turf, tracks and scoreboards, drew about 73% opposition. Proposition E, $20.1 million for pools, drew about 72% opposition.
Voters also rejected Proposition A, a proposed operating tax increase of 12 cents per $100 of valuation, with about 68% against. That measure would have raised about $103 million a year for operations.
The bond package did not include any new schools. The work at stake was renovation and building-systems replacement at existing campuses, the kind of roofing, mechanical and electrical work typically delivered through multiple contracts over several years.
About 198,000 ballots were cast, 76% of them during early voting. The district faces an estimated $80 million budget deficit.
Superintendent Doug Killian said the district accepts voters' decisions and will reassess its options. The district has not said whether it will return to voters with a revised package.
