Hunter Industries Starts $93.7M Final Loop 480 Segment
The 5.9-mile northern connection between US 57 and US 277 is underway, with new grade separations, utility relocation and a 2030 completion target.
Hunter Industries Ltd. is building the final northern segment of Loop 480 in Eagle Pass, a roughly $93.7 million TxDOT project intended to complete the connection between US 57 and US 277. Officials held the groundbreaking on September 28, with construction already underway.
The approximately 5.9-mile package continues a corridor program that began 16 years ago. Its role in routing international truck traffic around Eagle Pass makes the final connection important beyond the immediate roadway footprint. Completion is targeted for 2030.

The remaining northern connection
The work will complete the northern part of the loop, linking two major highways through a dedicated corridor. Rather than a short isolated road improvement, the package is intended to connect with infrastructure delivered through earlier stages of the Loop 480 program.
That continuity is central to the project’s purpose. Completing the remaining link creates a more connected route for traffic moving around the city, including freight associated with international trade. The announced scope does not include a quantified forecast for time savings or traffic volumes.
Bridges, ramps and utility work
The project includes grade separations and overpasses at US 57, the Union Pacific Railroad and FM 1588, together with ramps. These structures and connections account for a broader construction effort than laying additional pavement alone.
Major utility relocation is also part of the work, alongside approximately 28 acres of additional right of way identified in current project reporting. Moving utilities and establishing the roadway footprint are integral to making the corridor available for the planned improvements.
TxDOT and Hunter lead delivery
TxDOT is the project owner and Hunter Industries is the named contractor. The September ceremony marks a current construction milestone, with the work now moving through delivery rather than remaining solely in long-range planning.
The announced contractor identification does not establish the companies delivering individual bridge, utility, electrical or other specialist packages. Those trade appointments have not been set out in the information accompanying this update.
A multiyear completion target
The 2030 target places the remaining work on a multiyear schedule. The extent of the corridor, the railroad crossing and the utility-relocation scope help explain why the project involves more than a single paving season, although a detailed sequence of construction stages has not been announced here.
For Eagle Pass, the immediate change is that the final segment has moved into active construction. Future milestones will include progress on the crossings and connecting ramps, followed by the opening that brings the northern portion of the loop into service.
