Marion’s 3,600-Home Pipeline Adds Urgency as $45M School Goes to Bid

A planned elementary school has a November 17 contractor-proposal deadline as several residential developments expand the community outside San Antonio.
More than 3,600 homes are planned across developments around Marion, adding to a construction pipeline that combines housing with schools and supporting infrastructure. October 19 reporting identifies Dove Song, Kayden Springs, Confluence and Stetson Ridge as contributors to that growth.
A concrete procurement milestone is now available for the education component. Marion ISD has issued competitive sealed proposal documents for Genevieve Moore Elementary School, with general-contractor proposals due November 17. The school carries a reported $45 million budget and a 2028 opening target.

The school is at procurement stage
The district’s solicitation, CSP 26-1117-001, requires base proposals by 11 a.m. on Tuesday, November 17. Alternate pricing and subcontractor lists are due at 2 p.m. the same day, followed by the public reading. These are separate submission times, not one interchangeable deadline.
A pre-proposal meeting is scheduled for 9 a.m. on November 3 at the Norma Krueger Elementary Primary cafeteria, 306 South Cunningham Street. The district describes attendance as nonmandatory but strongly recommended. Drawings and specifications became available on October 16.
The bid drawings place the new school at 2112 South Santa Clara Road. No general-contractor award has been verified, and the invitation to submit proposals should not be described as a construction start.
Bid alternates make the final scope important
The October 16 drawing cover includes classroom-wing alternates, entrance-canopy work, fencing options, chiller selections, extended equipment warranties and building-control alternatives. These indicate that the district is testing scope and system choices through procurement rather than simply buying one fixed headline area.
The final accepted alternates will matter when comparing the eventual contract with the reported project budget. An estimate for the school is not necessarily the same as the successful contractor’s base bid, and neither should automatically be equated with all owner costs.
The public design package covers structural, architectural, mechanical, electrical, plumbing, technology, roofing and food-service disciplines. Detailed design-team attribution is available to members; listing those disciplines does not identify the installing subcontractors.
Housing and public infrastructure follow different schedules
The more-than-3,600-home figure is a combined development pipeline, not a count of homes commencing construction on October 19. Individual neighborhoods will progress through their own phases, utility arrangements and homebuilding programs.
That distinction matters for infrastructure planning. Roads, water and wastewater networks and school capacity need to serve growth as it occurs, while residential delivery can change with sales and the release of individual phases. The supplied reporting identifies several builders, but does not allocate a single infrastructure contract across all four communities.
Milestones to follow after bidding
The school award, selected alternates and a district-confirmed delivery schedule will provide a firmer picture of construction. A 2028 opening objective leaves procurement, field work, systems testing and preparation for pupils still ahead.
For the wider residential area, the useful next evidence is subdivision-level progress and separately identified road and utility packages. Those records will show which elements of the long-term housing pipeline have become active construction opportunities.
