StreetLights Builds $102.9M Park at Legacy Residential Tower in Plano

The 22-story building will bring 261 apartments to the redevelopment of the former JCPenney headquarters site.
StreetLights Residential is building a 22-story apartment tower at 6501 Legacy Drive in Plano. The project is the first-phase tower at The Park at Legacy, a 107-acre redevelopment of the former JCPenney headquarters site within walking distance of Legacy West.
Work began in June 2026, according to the October 31 project report. The tower encompasses approximately 495,480 square feet and carries a $102.9 million construction estimate in the state filing. StreetLights Creative Studios designed the building.
The tower will contain 261 apartments, with floor plans ranging from 682 to 2,843 square feet. Plans also include a six-story parking garage, a pool and three adjacent townhomes. The townhomes add a smaller residential format beside the high-rise, while the structured parking serves the larger building program.
The developer secured a $111.5 million construction loan from Helaba, and Northmarq arranged $54 million in equity. The loan and equity describe how the development is financed. The state construction estimate gives a separate measure of the building work.
The published schedule contains two completion dates. The article cites December 2028 from the state filing, while the accompanying project summary lists February 2029. Both dates point to delivery around the turn of the year. A current construction schedule would establish which target the team is working toward.
The tower introduces a substantial residential component to the former headquarters property. Its confirmed scale, designer and financing give this first phase a clearer delivery profile than the broader 107-acre plan.
