San Antonio's 2027 Bond Grows to a $650 Million Program as Council Names Tri-Chairs

Voters would decide $442 million in May 2027, while $208 million in drainage would be paid through a stormwater fee.
San Antonio City Council on Nov. 5 voted 9-1 to name Anita Fernández, Kevin Dinnin and Sandi Wolff as tri-chairs of the 2027 bond program. Mayor Gina Ortiz Jones cast the lone no vote. Councilmember Ivalis Meza Gonzalez was absent.
The program now totals $650 million. Voters would decide $442 million in May 2027. Another $208 million in drainage projects would be funded through a stormwater fee on San Antonio Water System bills, which requires only a council vote.
The voter-approved portion includes $235 million for streets, $98 million for parks, $59 million for municipal facilities and $50 million for housing.
About $35 million would go to infrastructure near the proposed downtown Spurs arena district. The arena itself is not part of the bond. Port San Antonio has asked for $40 million.
Council kept the voter bond at $442 million to avoid a tax increase. The city's 2022 bond program totaled $1.2 billion. In October, council voted 7-3 to have the council, rather than the mayor, pick the tri-chairs.
Public review of the bond begins Nov. 16. The tri-chairs are scheduled to present the project list on Jan. 21, 2027, and council is expected to take up the stormwater fee in January.
