Briscoe County to Weigh Abatement for Soluna's $8 Billion-Plus Data Center Zone

A 403-acre reinvestment zone south of Silverton would host one or more data centers next to Soluna's existing Dorothy campus and Briscoe Wind Farm.
Briscoe County commissioners will consider creating a reinvestment zone and approving tax abatement agreements for a data-center project estimated at more than $8 billion, according to a county notice. The hearing is set for 9 a.m. Monday, Nov. 9, in the commissioners courtroom in Silverton.
The proposed Reinvestment Zone No. 6 covers about 403 acres in Sections 7 and 14 of Block B-2, roughly 5 miles south of Silverton along Highway 207. The notice describes the construction, installation and operation of one or more data centers, along with ancillary improvements, facilities, business personal property and equipment.
The notice names STX-01 LLC and its affiliates, a subsidiary of Soluna, as the party seeking the agreements under Chapter 312 of the Texas Tax Code. The land is owned by two other Soluna entities, Soluna Dorothy 3 Energy ServiceCo LLC and Soluna DV BNSF Energy HoldCo LLC. The more than $8 billion estimate includes tangible business personal property.
The site appears to correspond to Soluna's Project Dorothy 3. The company bought 397 acres for that project in August and described it as up to 300 megawatts of renewable-powered AI capacity. The tract sits next to Soluna's Dorothy 1 and 2 data centers and near its 150-megawatt Briscoe Wind Farm, whose substation is across the road.
The Texas Comptroller lists Project Dorothy 3A, held by STX-01 LLC, as a qualifying data center under the state's data center program, effective Sept. 8.
The notice does not state an abatement percentage or term. It also does not identify a tenant, construction schedule or contractor. The commissioners may act on Nov. 9 or at a later regularly scheduled meeting.
