The 14-project program would demolish and rebuild Love Field's terminal over about six years, with full construction starting in 2028.

The City of Dallas is preparing a roughly $2.54 billion program to rebuild the terminal at Dallas Love Field, according to a June city estimate. Recommendations on how the work will be delivered and designed are expected to go to the City Council this fall or winter.

The Love Field Enhancement and Advancement Program, known as LEAP, covers 14 projects. Its largest components are a new headhouse estimated at $695.8 million and a concourse estimated at $304.9 million. The remaining projects cover the enabling and supporting work needed to rebuild the terminal while the airport stays open.

Southwest Airlines, Love Field's dominant carrier, has $800 million in terminal funding pre-approved under its lease with the city.

The city's timeline calls for enabling work and demolition to begin in late 2027, with full construction starting in 2028. Work is scheduled to continue through 2033, making it about a six-year construction program.

The city awarded program consultant contracts on May 27. Boston Consulting Group is serving as executive program advisor, HNTB as program manager, Parsons on digital delivery and building information modeling, and Freese and Nichols on utilities planning.

No design architect or general contractor has been selected. The delivery method, which will determine how design and construction teams are procured, is among the recommendations headed to council.

A Federal Aviation Administration environmental approval had been targeted for fall 2026. Its status had not been confirmed as of this report.
