Taylor is drafting noise standards that would cap data center noise at 50 decibels between 7 a.m. and 10 p.m. and 45 decibels overnight. The city is targeting adoption in 2027, as several large projects move through different stages of development. Reporting estimates that approximately 1.42 GW in the local pipeline could fall outside the new requirements. How the final ordinance applies to a particular development will depend on its approvals and legal status. Inside Climate News’ Taylor investigation · Power Grab TX’s briefing

Among the proposals is KDC’s $2.5 billion Project Comal, a planned 360 MW hyperscale campus near Samsung. The project still needs rezoning, and its eligibility for any existing-project protections remains unresolved. The draft limits and the Comal rezoning are separate municipal actions, each with its own timetable.

Blueprint Projects is pursuing a separate 135,000-square-foot data center with approximately 60 MW of potential demand on the 87-acre former Bland property. The land’s history and earlier plans for park use remain contested. The Texas attorney general reportedly opened an investigation on September 17. A HALT Taylor petition that collected approximately 1,400 signatures was kept off the ballot.

Other industrial work near Samsung includes Linde’s $271 million air separation unit. A second Linde facility has been reported as targeting a start by the end of 2026, with its precise scope still to be established. The Taylor development pipeline therefore includes both large data center proposals and separate industrial facilities supporting the area’s manufacturing activity.
