JPS Central Utility Plant Under Construction in Fort Worth Hospital District

The 113,000-square-foot plant will supply heating, cooling, water and power to JPS's future hospital and campus.
Construction is under way on a central utility plant for JPS Health Network on South Main Street in Fort Worth. The plant will serve the future JPS hospital and the wider campus of the Tarrant County Hospital District.
The project's value has been put at $330 million. The state filing with the Texas Department of Licensing and Regulation lists an estimated construction cost of $300 million. Three city building permits for the project total about $355 million, at $95 million, $75 million and $185 million.
The filing describes a 113,000-square-foot "new central utility plant to serve the hospital district." It will supply heating and cooling water, domestic water and power.
The filing lists a start date of June 22, 2026, and completion by May 9, 2028. JPS expects the plant to open in 2029.
The filing gives the address as 1575 S. Main St. Other property records place the project at 1555 S. Main St. Although the state registration leaves the design firm unassigned, JPS’s November 2025 board agenda identifies J.E. Dunn–Source, a joint venture, on a central utility plant guaranteed-maximum-price amendment covering hoisting, concrete, precast, plumbing, mechanical and electrical services.
The reported project value, state construction estimate and city permit valuations describe different records and should not be added together. JPS’s project page continues to identify 2029 as the plant’s expected opening.
