The Rio Hondo–Wren development would combine new high-voltage lines with substation construction and upgrades.

AEP Texas is advancing the proposed Rio Hondo–Wren Transmission Line project in Cameron County, adding another high-voltage development to South Texas’s infrastructure pipeline.

The planned scope comprises approximately six miles of two new single-circuit 345-kV transmission lines, together with a new substation and upgrades at the existing Rio Hondo Substation.

By combining line construction with substation work, the development involves several connected infrastructure components rather than a standalone transmission rebuild.

The project remains in routing and regulatory planning. AEP Texas expects construction to begin in March 2028, with the infrastructure targeted to enter service in November that year.

Those dates describe the utility’s current delivery expectations and remain dependent on the project progressing through the necessary development stages.

A construction value and electrical or civil contractor appointments have not been disclosed. The latest information establishes the proposed scope and timetable ahead of future procurement and field work.
