Dallas Releases First Draft of Citywide Zoning Rewrite in More Than 40 Years

Public Draft #1 is the first comprehensive update to the Dallas Development Code in more than 40 years, with adoption targeted for August 2027.
Dallas has released the first public draft of a comprehensive zoning-code rewrite, starting a consultation that could change how development is reviewed across the city. The November 5 release is the first citywide overhaul of Dallas' zoning code in more than 40 years. City staff briefed the City Plan Commission on the draft the same day, and the city is targeting August 2027 for adoption.
The rewrite addresses multifamily housing, mixed-use development, industrial land and the redevelopment of existing property. Dallas is seeking to modernize its rules, make them more consistent and expand the options available for new housing. The draft is meant to put ForwardDallas 2.0, the city's comprehensive land use plan, into practice. Because the review is citywide, the proposed changes could affect several kinds of construction at once, from apartments on a single site to the reuse of a larger commercial or industrial property.
For a developer, the practical questions start with the site and its intended use. The zoning code determines which uses a property can accommodate and which approvals a developer needs before moving through permitting. If the final rewrite changes either of those requirements, it could affect whether a proposal can advance under the site's existing zoning or needs additional review. Those decisions can influence design work and project sequencing well before a contractor is selected.
The draft also matters for redevelopment. An existing building may have a usable structure and utilities, while the rules governing its proposed new use shape whether it can be converted. On industrial land, the same process will help clarify how Dallas intends to handle changes in use and new development, including the separation of heavy industrial uses from residential areas. The draft also strengthens tree canopy and design standards. The effect on any one property will depend on the adopted language and the rules applicable to that site.

The draft is posted on the city's zoning reform website, giving property owners, developers and residents a chance to examine the proposed language and raise questions before the city finalizes it. A public comment deadline and the timing of a second draft have not been announced. The August 2027 target concerns adoption of the rewrite. Individual development approvals and building permits will continue to follow their own processes.
