Texas LNG Seeks 2032 Export Deadline as Kiewit Advances Under Existing EPC Agreement

The Brownsville development has requested additional time while selected engineering and procurement activities progress.
Texas LNG has requested a five-year extension to its export-commencement deadline, seeking to move the date from February 10, 2027 to February 10, 2032.
The request concerns the LNG export development at the Port of Brownsville, where Glenfarne’s Texas LNG Brownsville affiliate is advancing the project.
Filed on September 28, the request was followed by a federal notice on October 20. The proposed 2032 deadline remains subject to a decision.
The filing also describes a limited notice to proceed issued in July, covering long-lead equipment, engineering and geotechnical activities. Those early packages are relevant to delivery, even though a full-construction mobilization date has not been established.
The project already has a named EPC contractor. Kiewit Energy Group signed a lump-sum turnkey agreement on March 9, setting out responsibility for engineering, equipment procurement, module fabrication, construction and commissioning.
That scope gives Kiewit a central role across the facility’s delivery rather than a narrow construction-only appointment.
The distinction between limited early work and full execution is important for suppliers and subcontractors tracking the development. Engineering and long-lead procurement can move forward while other investment and regulatory milestones remain outstanding.
The extension request therefore updates the project’s timetable without replacing the existing EPC arrangement.
For the wider South Texas construction market, Texas LNG remains a significant industrial development to monitor. The next milestones will determine the pace at which the established delivery structure translates into larger construction packages and site activity.
The federal extension decision, final investment position and current subcontract procurement will provide the clearest indication of the project’s next stage.
