Prosper Approves Zoning for $2B Italian-Inspired Development

Zoning approval brings Blackard Companies’ lagoon-centered mixed-use proposal closer to development at the Dallas North Tollway and US 380.
A Venetian-inspired district planned for Prosper has cleared a major land-use milestone.
Town Council approved zoning October 27 for The Marco, a proposed $2 billion development covering 143 acres at the northeast corner of the Dallas North Tollway and US 380.
Blackard Companies’ concept places a lagoon and navigable canals at the center of a walkable mix of homes, workplaces and visitor destinations. The proposed program includes up to 4,400 residences, approximately 1 million square feet of offices, hotels, restaurants, shops and a performing arts venue.
The water features would help define the development’s public spaces and connections between its different uses.
The developer has discussed beginning initial work around the end of 2026, although a definitive construction commencement date has not been established. Zoning approval advances the plan, with individual construction packages and contractor appointments still to follow.
