The proposed plant would add solar cell production to a Tomball campus already expanding its module-manufacturing operations.

SEG Solar is planning another major addition to its Greater Houston manufacturing footprint, signing a land agreement for a $950 million solar cell facility at its Tomball Industrial Campus.

The October 29 announcement outlines a plant capable of producing 4GW of heterojunction solar cells annually. The company plans two 2GW phases, with operations targeted for 2028 and 2029.

More than 700 local jobs are projected. The plant would stand beside SEG’s existing 4GW module facility and its 4.6GW second module facility currently under construction.

Adding cell production would bring more of the manufacturing chain onto the same campus, alongside warehousing, research, testing and supporting component operations.

The land agreement advances that plan, while a confirmed construction start and principal contractor appointments remain unannounced. The $950 million cell project is separate from SEG’s recently reported building acquisition.
