A ceremonial concrete pour marks the start of the 94,000-square-foot Kim and Dade Phelan Behavioral Health Center at 3250 Fannin Street.

Construction of the Kim and Dade Phelan Behavioral Health Center has begun in Beaumont, with an October 20 concrete-pour ceremony marking the transition into building work. The approximately 94,000-square-foot project will upgrade Baptist Hospitals of Southeast Texas’ behavioral-health facilities at 3250 Fannin Street.

The development follows the state funding commitment made in 2023 and the hospital’s announcement of its expansion plans in 2024. The new field milestone is therefore the start of construction, rather than the first disclosure of the investment.

Building beside continuing care

The Beaumont Enterprise reports that construction will take place while the current facility continues day-to-day operations. That makes the relationship between the worksite and the operating hospital an important part of delivery.

Access, segregation of construction activity and coordination with hospital staff are particularly consequential in an occupied healthcare setting. The reviewed report confirms the intention to maintain operations; it does not publish a detailed phasing plan, temporary-department layout or trade-by-trade schedule.

The funding has a longer history

The $70 million figure has appeared in reporting on the wider behavioral-health investment since the legislative allocation. Earlier coverage described funding for both expansion and related improvements. It should not be represented as a newly disclosed lump-sum contract with a construction company.

That distinction keeps the financial story aligned with the delivery story. State funding made the program possible, while the recent ceremony establishes that the building work has reached a visible construction milestone. Neither fact alone supplies a complete package-level cost breakdown.

Completion target and opening date

Baptist’s behavioral-health service page identifies 2028 as a completion target and describes the addition of 70 beds. The October 21 groundbreaking report says the hospital has not announced an opening date. These statements refer to different levels of certainty: a target year is not a confirmed day for accepting patients.

The bed figure also differs from earlier planning and funding descriptions that referred to 72 additional beds. The current owner description is the better reference for the present service plan; final licensed capacity should be checked again when the hospital announces operational readiness.

Milestones to follow

The next useful updates will be progress on the building structure, a more detailed completion schedule and the arrangements for bringing the expanded facilities into service. Those stages will show how the construction program connects to the hospital’s operating needs.

The confirmed construction company and the distinction between current and earlier project figures are set out in the members-only Project Insight. No mechanical, electrical or specialist subcontract appointments have been inferred from the groundbreaking announcement.
