S&B's Texas Megaproject Wins Construction Excellence Award

An October recognition announcement highlights 4.5 million work hours and six mechanical completions within 12 months; it is not a new contract award.
Energy Transfer’s Flexport Chiller Project in Nederland has received construction-industry recognition, bringing fresh attention to the scale and sequencing of its delivery. The October 20 announcement concerns an award presented at a September 18 industry event.
The recognition is a retrospective project milestone. It should not be presented as Energy Transfer awarding a new construction contract or launching another expansion phase this week.

The delivery team reported 4.5 million work hours, a peak workforce above 1,400 and six mechanical completions within 12 months. It also reported no lost-time incidents over those work hours.
These measures describe different aspects of delivery. Peak workforce is the largest reported workforce at one point, not a count of permanent jobs. Mechanical completion concerns the state of construction systems; it should not automatically be treated as the date when every operating unit entered commercial service.
Where Flexport fits at Nederland
Energy Transfer’s owner materials describe the broader Flexport expansion as adding up to 250,000 barrels per day of natural-gas-liquids export capacity. Its June 2026 investor presentation states that ethane, propane and ethylene export service had been established, with the first ethylene cargo exported in December 2025.
The presentation also discusses refrigerated storage expansion. Those owner-level descriptions provide context for the terminal’s investment program, but their full scope should not be assigned to the particular chiller package recognized in the October announcement.
Why package boundaries matter
A terminal expansion can contain several connected construction packages and operating milestones. A recognition announcement for one delivery team does not establish that all future work at the site is complete or that a new procurement round has opened.
For companies following industrial construction, the useful information here is the demonstrated scale of the completed work and the coordination implied by multiple mechanical completions. The release does not publish a new bid list, contract value or subcontract award schedule.
The named delivery company and award details are available to members below. Any later construction opportunity at Nederland should be evaluated against a specific owner announcement or procurement notice, rather than inferred from this recognition.
