$610 Million South Texas Manufacturing Facility Reaches Major Construction Milestone

Completed concrete slabs and advancing structural steel mark progress at USDA’s sterile-insect production facility at Moore Air Base.
Construction is advancing at the New World Screwworm Sterile Insect Production Facility in Edinburg, a specialized manufacturing development intended to strengthen domestic agricultural protection. An October construction update reports completion of two important concrete work stages and structural steel installation at approximately 75%.
The final slab-on-grade for the initial operating facility was completed October 8, followed by the Central Utilities Plant slab on October 10. These are milestones for specific parts of the project, not a statement that the entire development is three-quarters complete.

Explore insights →A phased manufacturing operation
Initial operating capability is targeted for April 2027, with production of approximately 100 million sterile flies per week. The long-term target is 300 million weekly. The two figures describe different operating phases and should not be treated as capacity available immediately after structural work finishes.
The project’s April 2026 groundbreaking established the start of field construction. The current progress report adds more specific evidence of how the initial facility and supporting utility plant are advancing toward that first operating phase.
Utilities are central to the production process
A sterile-insect production facility depends on controlled operating conditions as well as a finished building. The announced design includes redundant HVAC, power, water and mechanical systems intended to support continuous operation. That makes the Central Utilities Plant a core part of delivery rather than a peripheral site improvement.
As steel and concrete work advance, enclosure, equipment installation and commissioning become important stages to follow. A completed slab allows subsequent trades to progress, but it does not establish that process equipment, environmental controls or operational acceptance have been completed.
A defined federal delivery program
USDA is the federal owner, with the U.S. Army Corps of Engineers delivering the construction program. Confirmed design-build and design appointments are included in the member contractor section. The approximately $610 million figure is the reported design-build program value.
The next material milestones are completion of the structural work, progress on building systems and confirmation that the initial production stage is ready for operation. The April 2027 target remains a schedule objective; the October update should be read as construction progress toward it, not a declaration that production has begun.
