Minto’s land acquisition advances its first Texas Latitude Margaritaville community, with sitework planned and a sales-center launch targeted for early 2028.

Latitude Margaritaville Galveston Bay is moving from land-use approvals toward site development in Texas City. Minto Communities USA announced the closing of its approximately 1,318-acre acquisition on October 20, with construction activity expected to begin that week.

The proposed active-adult community includes about 3,500 single-family homes, villas and cottages. It is the Latitude Margaritaville partnership’s first Texas development, giving the greater Houston housing market another large, phased residential project to follow.

From approval to delivery

Minto and Margaritaville Holdings announced the Texas project in September after the city approved a planned unit development and development agreement. The location lies between state highways 3 and 146, north of the Emmett F. Lowry Expressway and extending toward Moses Bayou.

The land closing is a different milestone from those earlier approvals. It advances the developer’s control of the property, while the move into sitework begins the physical preparation required for future residential phases. It does not mean all 3,500 homes have started construction.

What early 2028 means

The developer’s September announcement specifically targeted the first quarter of 2028 for the sales center and model park. That date should not be read as completion of the entire community. A sales launch establishes a place for buyers to see homes and make selections; full residential delivery follows its own phased schedule.

Plans for the sales center, initial development phase and amenity site were identified as the next submissions to the city. Detailed phase releases will be more useful for tracking construction than treating the overall home count as a single building package.

Infrastructure is central to the housing program

A development of this size needs more than individual house starts. Streets, drainage, utility distribution and connections between neighborhoods establish the framework within which homes and amenities can be delivered. The timing and boundaries of those packages will determine how the site progresses.

The reviewed announcements do not provide a total construction budget, a complete infrastructure procurement schedule or a confirmed principal general contractor. Potential work across civil infrastructure, residential construction and amenity buildings should therefore be understood as the project’s likely delivery needs, not as announced open tenders.

A distinct coastal development

This community is separate from other Margaritaville-branded projects around the Gulf Coast. The brand name alone does not establish a shared construction program, budget or delivery team.

The next milestones to watch are documented field mobilization, approvals for individual phases and a more detailed schedule for model homes and amenities. Those updates will clarify how the broad master plan translates into work on the ground.
